Seems it was passed in the House, with amendments. Not sure what ‘non-binding’ means in this case; does it mean that the Secretary is merely encourage or even urged to take steps, but not required in any way to do so?

I think you’re correct. It’s a statement, a position taken by the House, but requires no policy change.
