“A human rights issue of American parents and American children.”

H. Res. 1326 is argued on the floor of the U.S. House of Representatives.

Japanese government charged with active participation in abduction of hundreds of American children.

A non-binding resolution. “This is only a first step.”

  1. Seems it was passed in the House, with amendments. Not sure what ‘non-binding’ means in this case; does it mean that the Secretary is merely encourage or even urged to take steps, but not required in any way to do so?
